This is just a little thing you might do when at any point, you have an opportunity to advance the action of play ... and you don't. You take a little rest. Your character hangs out for a while or goes to see someone who isn't going to give them any hassle. Or maybe you mandate a little time to go by without any particular grief building in the interim.
Not all play has to be nut-job hard-core action, all the time. A little slow pacing can be a good thing, especially when it gives the various people at the table a chance to show their characters at rest, or to reflect upon their current situations.
